Torrents are not seeded while they are ignored and go to the bottom of the seeding queue. In practice this means that seeding the torrents will stop, when the Ignore rules conditions are met.
You should use the II) or III) settings to make sure you'll seed the rarest torrents (those with just a few seeds). Adjust the numbers if you only have torrents with dozens of seeds. Only change those settings if you already optimised your Transfer and Queue settings, depending on your upload speed - read Good settings.

Most important in the Ignore Rules is to set the option
- Ignore torrents that have a share ratio of __ :1
to 1.0 or higher. Example: setting it to 1.0 means you'll give back (seed) 100% of the amount of data that you downloaded yourself. Setting it to 1.1 means giving back 110% and so on. You could set what you are feeling comfortable with, but please do NOT set it to something below 1.0 - doing so would make you a leech, which could result in slower download speeds, tracker bans etc.

Note that #1, #2, #4 and #6 are the rarest torrents and that III) seeds them all.
Also note that First Priority status overrides Ignore rules, so the Ignore rules do not apply to a torrent with First Priority.
